The underlying data was from the U.S. Intersection design, street lighting, local driving regulations affecting how people drive and others all are variables. One cannot use the "whataboutsomewhereelse" to discount the data collected for the relevant local market.
In Europe, their experience led to having turn signal repeaters further rearward on the side of the car, not present on US cars. Should Europeans say that the U.S. gets by just fine without them? Data showed less value of DRLs in Canada due to variations in daylight hours. There are variables for each location that must be considered and the cost/benefit decisions made for each market. The reflector regulation in the U.S. was analyzed based on such data and it is unfortunate for an aesthetic whim to prevail.
