Help: streaming videos play only when fully loaded

Pictures as well. When I click on the thread, at first only text shows up and later all pictures show up at once fully loaded. For video (youtube including) it loads for a long time and then plays like 4-5 mins later (depending on the length of the vid). Extremely frustrating. Can someone help a fellow out?

DSL, using a WiFi to be exact. I remember it happened in the past, school was in session so I gave my laptop to this guy in class he fixed it in like 2 minutes. If I only payed attention to what he did of what the problem is called

what type of laptop? Mac or other

Deleted all history/cookies/temp files yesterday when problem started

Flash is up to date, but I did updated Shockwave just for a good measure

PC is up-to-date, "no new updates available"

Restarted it for like 3 times now

Just cleared cache now to be sure, nothing

Downloading that software to see whatup

malwarebytes is absolutely amazing, will clean even the hardest virus's on your computer(what best buy and others use and charge you $100, i used to do it so i know)
