I'm looking for a permanent mount, no wires showing and hanging from the mirror mount. I would like to do this with a permanent mount of a Escort 9500ci Radar Detector with Laser Jammer

I have a power cord/dummy battery pack setup for doing multi-day time lapse with GoPro - can get them on Amazon etc. so technically very possible to hook a GoPro up to permanent power like that but you are correct, BlackVue or similar dedicated dash cam is a far better solution. I have a BlackVue in my car and quite happy with it to date other than the SD cards getting burnt out too fast!
OP, wiring the Escort to your mirror with a minor-tap is a super easy solution which I have also done in my car. The BlackVue is hardwired back to the fuse box and they give you plenty of advise on how to do this again fairly simple (had to mess with alternate fuses than they suggested but again not difficult). Hiding the wire is also no issue at all - looks very clean. I know a local shop I have used in Houston in Bellaire for other more complex tasks, Eurocar-Werk - Eric is the owner - very professional outfit but not the cheapest but can take care of all of the above no problem. There are many others.
