what did they just do?? and why do people "stretch" their tires? I could do a google search but we're already on that subject.

For the look? Surely not for safety. I am sure this falls in the same category as people with hopping cars, or whatever it is properly called.

Certain cars look good with it as opposed to the marshmallow look like when you put a 255 on an 8" rim like you see. I have 255/35/18s on 18x10.5s all around on my S13. It's just enough so the lip is sticking out a bit when looking straight at the tread. But on the E46 I'll be doing something a bit meatier and not tuck wheel in the rear.

I don't have pics just yet of mine but it's just like this:

This is a Kouki S14, not mine, and my wheels/tires won't poke out from the fender since I'm tucking wheel in the back.. I have a vert with a roll bar, coilovers, recaro, etc but only have pics from right after that was done around christmas time. I'll get some more when it's back from paint and the new calipers/wheels are back from being powdercoated.

The ONLY Reason to stretch tires is purely cosmetic
Because you think it looks good
Because its not a safety thing, as its pretty usafe, which is why all tire manufacturers give a maximum safe wheel width for each tire
And it's not for ride, because by stretching a tire, you are ruining the sidewalls ability to absorb bumps
So it's sacrificing everything for looks

Minor stretching, although not ideal, won't lead to catastrophic failure. When you get to crazy levels of stretch like in the video then yes, it's going to happen sooner than later. Even what some people consider "stretch" really isn't stretching at all. This one, for example, looks stretched to most but actually the tire is wider than the wheel (9.64" tire on a 9.5" wheel):
