I noticed this the other day, seems like a good idea. And I havent downloaded any yet, but generally the quality is shit.
-edit yep just watched a bit of CSI, the quality is utter shit. Not worth paying for. itunes videos are relatively low resolution, but I'd say look 10x better.

Did you notice the link to pay says high quality? I'd guess for the commercial stuff they'll give you a short teaser at lower quality and the one you pay for would be higher. Just a guess though.
