I don't know. You are assuming corrupt officers make their acts of corruption known to everyone. As for incompetent officers, I can't stand that shit.

At scene's like a concert or big event where people are openly doing drugs. Why do police turn a blind eye? Because they have much more to deal with than rounding up everyone getting high?
I've watched people smoke joints within feet of an officer at a show, and was at another where suddenly a plate of cocaine was going around, what kind of protocol is there?? |
