Unfortunately, yes he could have. He had multiple weapons, sounded like automatic rate of fire, and he was shooting from an overhead position at a crowd in a confined space. And many of the injuries and probably some casualties were from trampling.

The State Fair just started up here and we go yearly and take our kids. Inside venues with detectors are different. But Outdoor venues... Will definitely have to re-think.
