I knew someone whom used to drive like that. He got his license suspended for a year, needless to say he deserved more of a punishment.

Most likely stolen car as there seems to be no regard for possible/probable cameras or witnesses. Imbecile probably figures if there's an issue they'll just bail and run (not realizing therse a good chance they would be in no condition to run anywhere if there's an 'issue').
