there was some parts on a table behind it, so i guess they was still putting it together.

when I saw a guards red gt2rs at the dealership, it didn't have headlights either... that's weird that they don't put them in once the car is done being built..

I *think* there is a light weight headlight option that is placed later than normal in production, if the buyer chooses this.

It could be for that reason. Or it could be simply that the headlights were not placed yet.
