Republic Wireless $19 unlimited plan

So I read the whole article and company website, my question is, if I'm not at home and I'm not part of any paid subscription wi-fi network (like the Starbucks/T-Mobile network), how do I access the internet? |

nevermind, I figured it out, it comes down to this, maximum amount of service is:
550 minutes 150 sms 300 mb data on Republic's network, everything else is leveraged via Wifi networks and therefore almost umlimited. Even the 550/150/300 is not bad for that price, no one else offers it at that rate. |

It looks to me like they still use 3g on top of the wifi if it is not available? I'm assuming that is how.
