General house question (outdoor plumbing)

I've got one of these valves on my driveway area that hasn't been paved yet and would like to pave over. Has anyone protected this water shut off valve someway?

Put a piece of PVC pipe with a greater diameter around the valve and just pave around it.

The municipal water supply valve. The paving company won't cover it over. They deal with this sort of thing all the time I suspect.
