Front stabilizer bar installed upside down/backwards?!?

I've had this clunking noise in the front for quite some time when going over speed bumps. I assume it's the stabilizer endlinks. I remove them and they are in need of replacing. Easy. However, under further investigation, the stabilizer bar is hitting the frame!!! Lo and behold, it looks like it's installed wrong (not by me) according to photos I've seen posted. I did not know this was possible

..... Can someone help me further confirm this before I begin to take this apart? Thanks!

Pretty sure you know its wrong. Should go "over" the tie rod, not under it
